This seminar is one of the most important services offered by Washington State PTA. It deals with state and federal rules and regulations for running a charitable, tax-exempt, non-profit corporation in the state of Washington. This workshop will explain how these rules can and do affect your PTA’s activities. This training is essential for your entire board of directors, and is open to all interested PTA members.

Each year, the Washington State PTA awards grants to local units and councils for community-wide programs, projects and activities focusing on the health, welfare, safety, education, care and protection of children. The maximum amount for a single grant is five hundred ($500.00) dollars; however larger grants may be considered for PTAs in schools with a large percentage of students eligible for free and reduced lunch thanks to the generosity of the Bill and Melinda Gates Foundation.

Those of you who registered early for your National PTA Official Back to School Kit should start receiving them soon, if you haven't already (we received ours this week). The kit contains the PTA Quick-Reference Guides, membership posters, program and advocacy resources-the tools your unit needs for a successful PTA year. To make your PTA gets these valuable resources, register now at www.PTA.org/OfficialKit. When registering online you must provide your unit's National unit ID number, which you can find by going to your Member Enrollment page on the WSPTA website, logging in and clicking on the "Membership Reports" tab, and then clicking on "Legal Information". During the registration process you will also select your preferred shipping date and confirm or change the shipping address for the kit. Kit shipments have started and will continue weekly until September 16. Units that have not registered by September 16 will have a kit sent in late September, to the address on file with the National PTA office. Why Elect your Nominating Committee NOW
The Washington State PTA Bylaws state that elections of officers must happen before or on April 30th. That is only a little over 5 months! We all know how fast time goes by. It is important that your council and/ or local unit elect your nominating committee soon. In order to get next year’s officers elected at your January, February, March or April General Membership Meetings you want to give the committee enough time to seek out those members willing to serve as an officer, and to reach out to those in your membership that may not be as visible as others so your council or local unit doesn’t end up with a warm body. One idea is to present the Nominating Committee JITL at your council meeting before electing the committee (contact your Region Director for the JITL= Just In Time Learning).
Holding elections early will also leave you time to register new officers to attend the Washington State PTA Annual Convention to be held April 29-May 2, 2011 where your new officers will be able to get training and network with other PTA officers. It will also give your council/ local unit more time to transition with each other.

Financial Review Committee
Hello Region 10 ~ This is the PERFECT time of year to schedule your mid year Financial Review! While everything slows down between Christmas and New Years - get a group together for a couple of hours and do your mid year review. I hope you and your families have a wonderful Holiday! The financial review involves an examination of the financial transactions of the PTA, and the procedures used to conduct those transactions.
The treasurer is the custodian of the funds of the PTA and is charged with the responsibility to deposit and disburse funds and to keep accurate records.
However, the board of directors has the responsibility to see that the funds of the PTA are administered properly and actions are made in the best interests of the members. To assure that this has been done, that the board acted responsibly, and that good financial practices have been followed, a financial review of the books and records must be conducted.
A financial review must be conducted:
· Immediately following the end of the fiscal year (June 30th) in compliance with WSPTA Uniform Bylaws.
· When a new PTA member assumes the treasurer position; or
· Whenever there is a question about the financial wellbeing or performance of the PTA.
RECOMMENDATIONS:
A mid-year financial review is strongly recommended for all PTA’s This financial review should be conducted in the same manner as the one at the end of the fiscal year.

The WSPTA Uniform Bylaws are very specific in defining who can conduct a financial review of the PTA’s books and records. Page 10 Article 5 Section 7 Duties of Officers “treasurer” (e) (2)

than three (3) members appointed by the president or to a qualified accountant. The financial review committee
shall not include the people who were authorized to sign or individuals living within the same household as those
authorized to sign on the bank account for the period being reviewed;

The financial review involves an examination of the financial transactions of the PTA, and the procedures used to conduct those transactions.
The treasurer is the custodian of the funds of the PTA and is charged with the responsibility to deposit and disburse funds and to keep accurate records.
However, the board of directors has the responsibility to see that the funds of the PTA are administered properly and actions are made in the best interests of the members. To assure that this has been done, that the board acted responsibly, and that good financial practices have been followed, a financial review of the books and records must be conducted.
A financial review must be conducted:
· Immediately following the end of the fiscal year (June 30th) in compliance with WSPTA Uniform Bylaws.
· When a new PTA member assumes the treasurer position; or
· Whenever there is a question about the financial wellbeing or performance of the PTA.
RECOMMENDATIONS:
A mid-year financial review is strongly recommended for all PTA’s This financial review should be conducted in the same manner as the one at the end of the fiscal year.
