I am Chris Barbon - parent of two 4th grade girls at Skyline Elementary. I am pleased to be taking over the role of Legislative Chair for Tacoma Council this year. I am new to the detailed workings of state government, and how to get
bills and legislation passed, but I’ve been an advocate for various causes my whole life! I’m sure many of you can say the same thing. As a parent or family member we practice advocacy every day when we get involved at our child’s school, have a meeting with a teacher, or just by becoming a member of the PTA. House bill would kill 24-credit diplomaThe House Education Committee is considering a bill, HB 2411, that would abandon the 24-credit college and career diploma promised in the Program of Basic Education. The state instead would provide for 18 credits in high school.
Washington State PTA strongly opposes.
The expanded graduation requirements laid out in 2009’s HB 2261 would allow high school students to take the core curriculum they need while also exploring their interests through electives. We believe students should be able to take arts, music and physical education. They should be able to take four years of math and science as well as a few career and technical education classes. We don’t believe children should be tracked.
This bill closes off opportunities and is a step back in a system that is already underfunded, inequitable and unstable.

2012 WSPTA Technology Survery http://www.surveymonkey.com/s/RM789CS Washington State PTA Uniform Bylaws requires local unit and council officers to attend training in order to remain in good standing. Washington State PTA is considering offering training for local unit and council leaders through webinars and/or computer-based training (CBT) in order to fulfill this requirement. All-City Reflections Awards - Wed Jan 11th at Wilson HS Auditorium. Doors open 5 pm for art viewing & refreshments. Program 6-7 p.m. Students with entries at the Council level will receive awards/recognition and shake hands/take photograph with our dignitaries (Superintendent, School Board members, PTA leadership). Bring your families/friends/teachers/principals. If your unit did not participate in Reflections, this will be a good motivator to participate next year.

2012 WSPTA Technology Survery http://www.surveymonkey.com/s/RM789CS Washington State PTA Uniform Bylaws requires local unit and council officers to attend training in order to remain in good standing. Washington State PTA is considering offering training for local unit and council leaders through webinars and/or computer-based training (CBT) in order to fulfill this requirement. Survey open until midnight January 10th. (It's quick & easy).

It must be filed electronically by going to http://epostcard.form990.org, and must be filed by November 15, 2011. If you aren’t sure whether or not your PTA’s 990-N (e-postcard) has been filed you can conduct a search by going to http://www.irs.gov/app/ePostcard/.
■ 990EZ is to be filed if the PTA’s revenue, averaged over the past three years, is $50,000 or more.
■ 990 is filed if the PTA has gross receipts of more than $200,000 during the 2010-2011 fiscal year.
Failure to file a 990/990 EZ form may result in penalties of up to $20 per day, up to $10,000 or 5% of the PTA’s annual gross receipts, whichever is less. Tacoma Teacher's Strike/Negotiations 9/14/11 4:30 p.m. Message from Tacoma Public Schools: School will resume tomorrow, September 15th. For students, schools will operate two hours late with normal bus routes.
All staff members, including teachers, are expected to report for their normal full-day schedule to prepare for the arrival of students.
Earlier today, Pierce County Superior Court Judge Bryan Chushcoff issued a temporary restraining order against the strike, ordering teachers back into their classrooms and ordering collective bargaining to continue.
The district joins with our teachers and other staff members in welcoming our students back to school. Once again, school is back in session tomorrow, September 15th on a two-hour late schedule for students. Dear Tacoma PTA Leadership,
We haven't even had the first day of school let alone our first official general or board meetings but the media is already asking us our opinions on the teacher/district contract negotiations. Members of the media may try to contact you for comment as the contract expires today. This e-mail is to let you know or remind you that PTA members/leaders referencing the PTA name or representing the PTA's positions are to state WSPTA's issues and/or resolutions. In order for your unit to publicly state a differing position, hold a general membership meeting, present a fair pro/con, and take an official unit vote to assume a different position. If your unit votes to takes a different position than state PTA, then make it very clear that the differing opinion applies only to your local unit.
Of course, as private citizens, you can say anything you want (not referencing PTA in any way).
On August 25, 2011, Tacoma Council PTA President and Council Legislative Chair (Janet Stewart and I) submitted a letter to TNT's Letter to the Editor stating WSPTA's position on work stoppages and strikes: http://blog.thenewstribune.com/letters/2011/08/25/pta-urges-tps-and-tea-to-negotiate/ (also posted on the Tacoma Council PTA website http://tacomacouncilpta.weebly.com/tacoma-public-schools-updates.html). I said a shortened version of this position at a school board meeting later that night and yesterday for a TV station. Stacey Riley, Region 10 Legislative Chair, spoke as a parent in her interview yesterday.

Washington State PTA Board Positions are initiated and approved by the Board of Directors. These positions must be ratified by the membership at the next state convention. They are reviewed annually for relevancy. District officials say the meetings are not public hearings or town hall forums. Instead, administrators will take questions and members of the public can fill out comment cards. Comments will be consolidated and sent to school board members.

Please visit the council website for the pdf for invitations. www.tacomacouncilpta.weebly.com Please invite people who have played a significant role in your school history (past presidents, past principals, former Golden Acorn or Outstanding Educator recipients). See the article below for ways you can participate. Your school librarian may be a good resource to find old stored away PTA items for a Nostalgia display (Old notebooks, plaques, photos, awards...) If you can't find older items, you may like to create a photo display of more recent PTA activities you've done. Feel free to use the attached article to advertise this event in your newsletter, mailings or e-mails.

100 years ago, a Council of PTAs in Tacoma was created. The organizing PTA units included members from: Bryant, Edison, Franklin, Fern Hill, Grant, Horace Mann, Jefferson, Lincoln, Lowell, McKinley, Roosevelt, Sherman, Sheridan, Stadium High, Washington, and Whitman.
During the celebration, we hope guests will be able to view school/PTA displays of their own PTA history. We are especially encouraging PTAs who were part of the Council from the start in 1911 to participate this way.
For those schools who no longer have PTAs, Tacoma PTA has in its possession many old scrapbooks and minutes books created by those PTAs. Some include Ruston PTA, Mt. Tahoma PTA, Park Avenue PTA, Madison PTA, Stadium PTA, and others. There are even a few scrapbooks belonging to "current" PTAs (Lincoln, Arlington and Whitman come to mind).
We would also like for schools to contribute by providing student artwork which could be used to help decorate. With a 100 year history of Tacoma PTA supporting students and schools, student artwork would definitely be a way to demonstrate this ongoing, important connection.
Attached, please find a "canned" article ready for you to drop into a school newsletter. (See 100th Year Tab)

All City Meeting September 29th: Thanks to all the local units who participated in our Legislative Priorities Meeting. WSPTA President Scott Allen gave an overview of the 11 Legislative Priorities and CCSSI (Common Core State Standards Initiative). Our 10 guest Legislators/Legislative Candidates (27th, 28th, 29th Districts) each had one of our legislative priorities to comment on. Co-Legislative Chairs Kris Anderson and Tanya Taylor spoke about the Advocacy role and expressed the importance of attending Legislative Assembly. Local unit members rated their top 5 priorities on our wall charts. Kelly Munn from League of Education Voters spoke on the Pros of Initiative 1098 while John Higley spoke on the Cons. Several door prizes were given out. The grand prize winner for the Free Legislative Assembly Registration was Tera Dugan from Blix Elementary and Foss HS.

What it is and why kids need your PTA to send a delegate to it!
One-hundred years ago PTA was founded as a child advocacy organization and advocacy is still an important part of our mission. We all joined PTA to make a difference for kids and participating in Legislative Assembly is an essential part of making that difference. Because there are so many issues impacting children and PTA’s resources are limited, it is essential that we identify which are the most critical.
This annual process begins each spring when PTA members submit issues important to them and their community. It carries forward at Legislative Assembly where attendees learn more about proposed issues and let their voice be heard to determine PTA’s Legislative Priorities. It culminates with advocacy we do with the issues during the legislative session.
Current proposed issues have been compiled into a survey and members are encouraged to complete surveys to determine the priorities of their own PTA. Then ensure that the “voice” of your PTA is heard by sending a delegate to Legislative Assembly, to be held Oct. 8-9 at the SeaTac Marriott Hotel. The Proposed Issues Survey and survey guidelines are available by going to www.wastatepta.org and clicking on “Advocacy”.
A 2010 Legislative Assembly Issue Guide, Issue Survey and info about setting up the survey online for your members is now available. You can also download a form or register online to attend the Legislative Assembly -- deadline for early registration discount is September 25.

Thank you to the units who have already registered by mail or on-line. Your attendance is Highly Encouraged. There are several different classes offered to help prepare you for a successful year as a PTA leader. Take advantage of this valuable training, meeting with vendors and networking with other PTA leaders. You will also need to pick up your WSPTA Leadership Packet. The early registration fee of $45 was due (postmarked) on August 20th, which includes dinner for your team. Region 10 Fall Leadership Workshop August 26 Foss High School
All local PTA/PTSA units should send their board or at least one representative to this valuable training on Wednesday, August 26th from 4:30-9:30 p.m. at Foss H.S. Cost is $45 per unit and includes a box dinner for each. Please Pre-Register/Postmarked by August 20th.

PTA & The Law Workshop Saturday September 25th 8:30 am - 12:00 noon Location to be Announced
Cost is $45 per unit & includes 2 PTA & the Law books. Dont miss this vital training for our officers and board. This workshop deals with state and federal rules and regulations for running a charitable, tax-exempt non-profit corporation. It will explain how these rules affect your PTA's activities. If this date does not work for you, it is offered at Clover Park Council on Thursday October 28th from 6:00 - 9:30 p.m. at the CP District Office. This is a great opportunity to learn about advocacy and to help set our legislative priorities. Each unit is encouraged to send at least one representative to this conference. Tacoma Council PTA encourages each local unit to send at least one member to respresent your PTA/PTSA at Council Meetings. Meetings begin with a brief business portion, bollowed by a topic of interest and door prizes. Childcare provided. Our second meeting will be November 3rd, 7:00 p.m. Topic: Q & A with Superintendent Dr. Jarvis & School Board, plus Dignitary Membership Door Prize Drawing.
